Justice for Ka Melon Barcia!

Protect all farmers and human rights defenders in Hacienda Dolores!

End human rights violations and violence in Hacienda Dolores!

As the Comprehensive Agrarian Reform Program Extension with Reforms (CARPer) come to a close this June 2014, color of agrarian lands turn red. The killing of farmer-leader and human rights defender Menelao Barcia on May 2  have starkly brought to fore the gravity of the situation in Hacienda Dolores, Porac, Pampanga.

How much worse does it have to get, before those who can bring the agrarian struggle in Hacienda Dolores to an end, especially President Noynoy Aquino, decide to do so?

Ka Melon and his wife, Maria were ambushed at around 9 o’clock in the evening last May 2, 2014 in Purok 3, Barangay Manibaug Paralaya in Porac, Pampanga. He was rushed to the hospital but declared dead on arrival while his wife survived the attack with gunshots in her extremities that need surgery. Ka Melon, a barangay kagawad of Barangay Hacienda Dolores, was also one of the leaders of the Aniban ng Nagkakaisang Mamamayan sa Hacienda Dolores (ANIBAN), a group that claims ownership of Hacienda Dolores by virtue of the Comprehensive Agrarian Reform Program.

Kaibigan Solidarity Group based in (Bretagne, Emeraude, Bezon)  France hosts the Medical Action Group for an Assessment Meeting on MAG's Post-Yolanda Medical and Psychosocial Intervention and Relief Distribution Operations particularly in Victory Island, Municipality of Guiuan, Province of Eastern Samar, Philippines. After two weeks of providing disaster healthcare, MAG continues to conduct relief mission in Manicani Island, Guiuan, Eastern Samar. On December 12th, MAG staff will fly to Tacloban to meet Terres des Hommes Germany and on Friday, another team will distribute the relief items (food and non-food) to 593 families of Manicani Island. On December 16th, a team of psychiatrists and psychologists will visit Manicani to conduct psychosocial assessment (psychological education to community and child protection issues) and set up child-friendly spaces.

EU supports human rights groups to protect human rights defenders

The European Union (EU) provides financial support to two national human rights groups namely the Medical Action Group (MAG) and the Task Force Detainees of the Philippines (TFDP) worth Php 25 million in their work for the protection of human rights defenders and in their fight against impunity in the Philippines.

On December 10, during the celebration of 65th anniversary of the Universal Declaration of Human Rights and 14th anniversary of the UN Declaration on Human Rights Defenders, MAG and TFDP announces a 3-year project supported by the EU to provide support for and strengthen protection of human rights defenders and their families.

Dubbed “Use of Evidence Based Approach to Human Rights Documentation and Monitoring for the Protection of Human Rights Defenders and their Families, and in the Fight Against Impunity”, the project will be implemented by MAG and TFDP. A key component in engendering this approach is the use of evidence based approach to human rights documentation and monitoring for the protection of human rights defenders at risk and their families.

Protection and supporting human rights defenders is a “long established element of the EU’s human rights policy” and has long been a priority for the EU. The main international instrument on human rights defenders is the UN Declaration on Human Rights Defenders. Likewise, the EU Guidelines on Human Rights Defenders which “provide for interventions by the Union for human rights defenders at risk and suggest practical means of supporting and assisting human rights defenders.”
